Any justified reason why Garen's base AD scales to 168 late game vs Wukong's 114? It's almost like he is meant to be a tank who does too much damage. His ulti must not be enough. Yes i just played Wukong vs Garen. I did lose, and that was my fault, i made many mistakes. But its seriously annoying that these champs tank and outscale so hard at damage regardless.

30% armor reduction for 3 seconds. Garen spins for 3 seconds.
Garen loses 1/5th hp. Wukong loses more then half.
Boom, garen ults. Dead. Thats how the whole, use armor shred on Garen goes.
EDIT: so if scaling 54 more base AD is 'decent' damage then i guess Wukong deals very weak damage. So why does Garen deal 'decent' dmg and wukong deal 'weak' dmg?
