Anivia and Zac shouldn't be dying that often.

Exactly, they have kits that prevent them from dying so if they use those kits properly the passive will be used to its greatest potential.

No? The passive is a trigger, if you triggered the passive you gain the penalty of a cooldown. There's no need to give a reduced passive for both triggering and dying in the passive.

actually Anivia is for high elo so no one plays her in low elo like Bronze Silver and Players in normal games because they don't make a good damge like Assassin and Fighter champions so buffing Anivia would increase the playrate in low elo got it?zz

No, again. Buffing her specifically for low elo would be terrible, her high elo game would be too strong as she already has a kit specifically used to outzone enemy champions and deal high damage with her E. If the rift between high and low elo is too larger then perhaps she is up for a change to her abilities but direct buffs and nerfs should never be in result of a rift between elo

Reminder, Nunu snowball is a literal Sion ult, on a 14 sec CD basic ability (minus turret damage) older champs have very long CD triggers, while new ones and reworks get obscenely low CD abilities... having some way to shorten the CD would be good enough for Anivia &Zac ...
