a slight buff for morgana suggestion

hi guys i'd like to suggest a change to morgana's e she should be able to cast it on both allies and enemies we already know what it could do when casted on an ally as for the enemy it should block any buffing effects on the target like speed buff/another shield by his allies i thought of this change while i was playing against a tahm and i don't think it's fair since tahm can devour both an ally to save his ass and an enemy to **** him up let me know what u think of this change
