win rate alone doesn't matter, what matters is win rate on mains if azir mains are able to have 60% win rate it doesn't mean azir is balanced
if janna mains can only increase their win rate by 2-4% they won't go anywhere with that, compared to tahm kench mains that are able to totally dominate games in high elo with over 75% win rate on 50 games
