What if Flash was a boot upgrade?

Currently Flash is a must-take and it comes free of in-game cost; there is only opportunity cost of not taking another summoner.

However, if Flash was an active on a boot upgrade that granted no other stats, it would force a strategic choice:

What other summoners do I take?
Do I have enough innate mobility to go for combat boots rather than flash boots?

My proposal:

Flashy Boots. Boots + 1200 gold. UNIQUE Passive: Boots - Grant +25 movement speed. UNIQUE Active: Flash - Instantly blinks to target location. 300 second CD.

Flash isn't a must-take- I mean sure, it's a really versatile pick with insane utility, but it's not required. Shaco doesn't need it. He already has a flash built in. His DoT also synergizes with Ignite well. Ignite+Teleport is great for lane bullies as well. Ghost is also better on Hecarim due to his passive.

because then whoever get's the cs or kills to purchase that and their core items is at a huge advantage at first

if they purchase flash boots, and you already have mobility, then you can buy combat stats and out-trade them.

boy, i never thought of it that way. read my comment. i'm saying this would make snowballs ridiculous as whoever is ahead will be able to get the flash boots and their combat stats. meaning you couldn't outtrade them in the first place, and now with the flash they can outplay you altogether.
