Shouldn't they have made youmuu's melee only if they wanted adcs to not use it?

I get that they have to keep a role that's so volatile in terms of extremities down early in order for them to be balanced, but didn't AD casters suffer more from this than marksman? Are ad casters that oppressive right now? I'd like some context.
