Change Sterak's Gage?

Instead of being based on damage taken, can it be percentage of life?

Sterak is recommended on champs like Sion. If I take 950 damage and my Lifeline procs, it doesn't do much since I'm still at almost full health.

just make it like maw i was thinking riot should make it a damage/armor item, like the equivalent of maw, but against ad

maybe they should just make another lifeline item then, i mean, i really like the lifeline idea
