For those who actually think whats happening to Nautilus is a buff:

Take it from one who actually plays him, ITS NOT!

Nautilus starts with a Mana pool of only 284. One E costs 60 at level one. Even when you position yourself perfect, you will only hit monsters max. 2 times. Thats 90 damage. If you use it with the new Cooldown, you will end up oom after using it 5 times, or different to say: Dealing 450 Damage.

This change DOES NOT AT ALL help his early clear, and for sure cripples his lategame clear. Nautilus, despite being classified as a tank, is facking squishy without his shield. which meany you HAVE TO level your shield. And that means, your clear gets even weaker as the game goes on.

I dont know who made these changes and thought it was a buff, but I know one thing: This person never even played ONE GAME with Nautilus!

you still take it on lvl2 you know ? when you get the blue buff

so you dont worry about the cost till like level 4 or 5

which meany you HAVE TO level your shield.

or buy hp

ofc those changes dont solve every problem naut has, but they do make him stronger owerall

also the ner tank jungle item is a sunfire cape, meaning that you get to go even more ham

If you played Naut like you say you do then you would know this is a buff and hard one at that.

Naut has some of THE most vicious ganks in the game and having his AOE slow on a very low cooldown means hes going to be even meaner especially to people who max that E first (I know you are out there).

During teamfights it just gets even better and with the new Cinder jungle item he puts out a ton of AOE and has immense lockdown. At 30 percent CDR its on like a 2.8 second cooldown and if you have item 3110 which you should have no matter what the mana cost is negligible at best. This is a straight up buff to his mid/late game and a minor buff to his ganks and a slight nerf to his W overall damage which IMO is perfectly fine with the trade off they are making.

IMO this is good balance decision making because they buffed one aspect (E cooldown and slight mana cost reduction) and nerfed the other aspect (Slow Duration and scaling). That is how you properly balance someone.
