Question about Shyvana's ult cooldown on PBE

First of all, what the crap man? She's already a 46% winrate champ who might be in slight need of a buff. Second of all and more importantly, her CD is essentially the rage mechanic. Is it safe to assume that mechanic is going away? If so I'm slightly cool with that.

As an aside, I don't think buffing her E is the answer to the issue of her winrate although it's nice to see a buff there. She's not really a poke champ nor does she build magic pen. So I imagine she'll only see part of the benefits of that buff realistically.
