Fountain getting worse?

I swear since the last patch I feel like Fountain has actually replenished my health, and mana at an even slower rate than it was before. I hope I'm not the only one who's noticed this.

Of course the guardians are doing their job right, but you can still easily get dived by everyone 5v5 on fountain, and get aced somehow, and why does it take longer for mana to replenish than it does health? It's bad enough we don't have blue pots, but now we have to wait under the slow fountain as the enemy has all the time in the world to push up?
