Ardent Censer has already changed. Worlds is being played on a month old patch where Ardent Censer still has the heal-on-hit component of its passive.
The new one isnt that much weaker. it might no longer give Lifesteal, but its back to more AS and Damage.
Quick history: When Ardent Censer became a problem, it provided attack speed, on-hit damage and healing, and scaled with level.
In patch 7.17 they nerfed Ardent Censer by removing the scaling.
After worlds patch, they swapped nerfs by reintroducing the scaling but removing the healing.
The big thing here is that the new iteration is not nearly as strong as an early buy since 1/3 of its passive is gone. People are still rushing Ardent Censer because "they're doing it in worlds so it must be good" not realizing that a big part of the reason to buy Ardent early is gone.
Current Ardent might be just as strong, but it's in a niche for aggressive enchanter supports and has late-game strength versus being a huge earlygame stat steroid for the adc.
+20% AS and +20 on hit dmg early is still a great buff to be honest, not to forget that the stats the Item gives by itself already make it an attractive first buy for most enchanters.
Riot doesn't want to destroy Ardent's early power entirely. They're trying to push enchanters in lane to be more aggressive and interactive rather than being a passive heal/shield bot that just tries to mitigate as much damage from their carry as possible.
They want it to be good, but not a mandatory pickup that costs you the game for not buying asap. As long as it's not overtuned, it has a solid position in the game as part of an enchanter's full build.

Your history misses the most important part:
The new Ardent Censer (post worlds) now gives the support the AS and on hit damage as well as the target of healing. This is a function it has never had before. So they removed the healing but doubled the damage.
Do you know what we call an enchanter support using their auto attacks in a teamfight?
Dead.

Team fights, yes. But it helps in small skirmishes and pick situations.
Also if a Sona can't auto during a team fight she's practically useless. Half her kit is in her passive.

makes me think......

i have to go and test it now.
Riot should have just removed both the scaling and the healing. Also nerfed ADC itemization which had so much synergy with it, perhaps by making Zeal items unique (in that you can't buy two), and making Warlord's Bloodlust mutually exclusive with Shiv and RFC. Maybe also increasing IE's combine cost to be on par with Deathcap's (1265)
Did he take stoneborn? I see your point though. Is Zilean rare? I cant remember seeing him in lcs.
how does zil use ardent again? unless he's going stoneborne which is kinda troll... sheesh...
that said, i've run j4 and shen with stoneborne ardent, so probably not that surprising.
Ult. Every 30 secs
+Windspeaker's has been legit long before ardent was ever broken. Turning R into a full revive on anything but the highest healthpools is crazy strong.
