Windspeaker's Blessing "Confusing" description

In your Summoner Mastery Tab the mastery's description is: http://imgur.com/K5LIKUN "Your heals and shields are 10% stronger. Additionally , your shields and heals increase your target's resistances by 15% for 3 seconds when used on an ally other than yourself."

The Mastery's description in game is: http://imgur.com/ykA0der&K5LIKUN "Your shields and heals on allied champions (excluding yourself) are 10% stronger and increase your target's resistances by 15% for 3 seconds."

The first description seems like it overall makes your shields and heals 10% stronger whilst also increasing target's resistances when used on champions other than your own. While the second one reads that the heals, shields and resistances are only increased/given to champions other than your own. I am pretty sure the second one is the true one but this might confuse other players! I went 0/18/12 Taric solo lane and thinking I would build around this keystone mastery and my Q but BOY was I wrong. All I ask is riot fix up the Mastery Tab description.

P.S: Kinda sad that it didn't increased overall shield/heals :( item 3070

Considering that resolve has a mastery that increases self-healing and that Windspeaker blessing is for dedicated supports the description from the mastery tree most likely is the correct one.

I already came to that conclusion in the middle of the game when I first read the mastery description 45seconds in.
