So why don't we get rid of rylai's permaslow and not shift stats around?

Because it will still be bought and abused by the same champions unless you add inefficient stats for specific champions. look. frozen mallet. needs you to be in aa range. which is a lot less than a viktor ult while hes sitting 2000 units away. why can't we get rid of the perma slow. add a single target cooldown? idk. 3 seconds. why do we have to add perma cc to an item that the champs that use don't need? how hard is it for viktor or brand to lane all their spells and their kit cc after i get slowed to half my ms for eternity.

give the item a window of power. not a permanent buff. thats ridiculous.

its ridiculous that a mage gets to make it impossible for you to run away. AT THE SAME TIME. its impossible for you fight them because their spell range is longer than your auto attack range.

cuz item 3116 is meant to have a slow... it dont provide the perma slow its the champs who can spam abilities that do it

it has a slow... it dont create a perma slow... the champs that can spam abilties with low cds and no mana or low mana cost is what causes the perma slows...

if you are worried about the slows build against them...

good. darius and garen don't need to slow you for 10 seconds. morde shouldn't. if he does then he needs a rework

Darius and Garen also either have moderate speedboosts, or ways to keep you near them once they get to you.

Mordekaiser has neither, except for his gimmicky W which is lessened in power when he doesn't have allied champions around. Its also ironic that you would say that because slowing you for an extended period of time is EXACTLY what Darius does.

The only people who really abuse rylais are those with spammable single target spells , or easily reapplied DoT's (so basically Cassi and Malzahar; who can both easily reapply the slow over and over)

And they have been "abusing" Rylais since their inception, lol. The problem isn't the slow. it's the statline that is too overloaded for the kind of item it is. There is a reason item 3022 gives the stats it does.
