Anything ranged in top lane is problematic. People will always complain about anything that isn't a sturdy, slow tank that goes top.

You do realize that a Base value helps AP as much as AD, right? And that the Base value is only on 1 out of every 5 auto attacks? And that they added an AP ratio?
They basically said "hey, you can totally use this ability if you're AP!"
