Playing against low level players in norms?

Anyone else notice this? I try to be nice for those people that would be in my ranked game by not trying champions I've never played before in ranked, so I'll do the normal draft picks and play them there. But since the new season, every one of my normal draft games, I've had low level players against me. Anywhere from level 13 and up and I do not remember at any point previously where that happened. Not fair for that level whatever player that I end up laning against.
