Are "Mystery Champions" weighted to give you lower cost champions?

I just opened 3 random champs from the blue essence store and 2 of them were 3150 champs (which are the lowest price i had available) and one was a 4800. I actually ended up losing blue essence.

Out of all the champions I could have gotten, I had three 3150s. I got 2 of them. Unbelievable.
