The intent of clash is to have a equal level playing field and they require you to use a phone to verify your account so that you can only have one clash worthy account. Is using a smurf account in any way shape and form cheating?

Matchmaking in general is just trash. You should come to expect that every game is going to be full of feeders and a one-way stomp in one direction or the other. Until riot addresses matchmaking, no game will be fair.
