Make them use mana or have some intrinsic cost to missing skill shots. Literally tired of facing riven/aatrox that can spam stuns/gap closers/etc without any consideration for mana/health or at least a cooldown cost. At least Illaoi eventually runs out of mana despite her low mana cost spell spam. Renekton is a manaless champion that actually has some penalty for missing (he can't dash again) and he puts himself in harms way by engaging.
There are definitely some champions I think need to use mana who don't.

Imagine complaining about Aatrox after he got his kneecaps shattered in the last patch.
I'm against giving them mana bars. They are supposed to be able to spam their spells in lane.
However, I am not against giving them an Energy bar.
This would still allow them to spam spells in lane, but they still need to make sure they don't do so willy nilly.
In the case of Aatrox, I would just give him his health costs back. I don't know why they removed them in the first place.
Kled has reverse mana. Courage. which only triggers when dismounted.
Adding mana isn't going to work as it might take a lot to balance them right based on how they work, Kat with resets and having mana? But they should have a resource to manage. Having nothing is just weird. Kat, Riven and Garen should have something. Even Yasuo in all his free things, at least has to move to get his shield.
Aatrox abilities should use HP, like the old one, as he should 'heal' it up with his E passive. Removing his old passive and making it jsut a button press was a backwards step.
Riven maybe some kind of thing related to her passive. In other words her passive should be in her resource bar, not only for her to know it's up but for her enemy too.
No idea what to do with Garen or Kat though.
All other champs have something to manage, energy users are fine, Kled, Shyvana and Gnar basically have no ult if they don't charge their's. So it's kind fair there.
