For real, you could do better than that, its like having a second Janna Passive....

You could revamp it into something like the old Eleissas Miracle by adding extra CDR to summoner spells and maybe increasing the max CDR cap by 5%. That or adding another reward for picking up the coins, I mean Riot you are creative... seriusly you can do better.
