Eve, Is she poorly designed?

So, I really like playing Eve - I love how obnoxious her character is, I like her concept (stealthy), and her ult is fun to use. That being said, I feel like her kit is really, really badly designed when compared to other champions. I think my main gripe, which pertains to her lower levels, is that she literally cannot defend herself, let alone kill someone, if she encounters another champion. (Ganking before level 6 is a joke). Yet, when she is well-geared, she one shots everything with her e. What is perplexing is the fact that her ult requires enemies to reach a certain health threshold, yet she is not really capable of reaching that threshold herself; even if she surprises the enemy and activates her charm. (If I am Nocturne and I surprise the enemy, they are very dead - easily).

I know I comparing apples to oranges, but I think about champions like Zed and Katarina, also assassins, and they can pull off their kills much easier, which, to me, means more efficiently and more reliably. To pull off early kills, Evelynn needs to use her charm. Yet, Evelynn's charm is very clunky and super underwhelming considering all of the strings attached to it. Nevertheless, her entire kit is based around an ability that alerts people to where she is stealthed. (Her stealth has a GIANT detection radius already...) All Zed needs to do is hit his ranged abilities, proc an electrocute and activate the ult. Katarina is similarly simple. As Nocturne, my preferred jungler, I merely need to land my q for the fun to begin; his ult works too ; ) ). Rengar, too, is a more efficient killer.

I feel like they need to make her more than a Jungle-only champion - I feel like the fact that her abilities RESET on jungle monsters is an admission that her damage is stupidly low at lower levels. Perhaps she is over taxed because of the perma stealth? Maybe because her ult is an AOE? (Yet, it is not an execute, which is dumb). I don't know. I just think she is a lousy champion with an enough charisma to compensate. She is just too unreliable.

(I know I am going to get flamed hard, because Eve can be good - I just feel like to be good with Eve, a player needs to expend 100 times the effort to be as effective as analogous champions).

I will get downvoted to oblivion for this, but...

Permastealth + point-and-click charm will never be balanced in the same kit.

the only thing on her new kit that's poorly design is her interactions with her Q. but honestly I think she's okay.

It's not that you need to "expend 100 times the effort to be as effective as analogous champions" but that the game is not designed around her kit.

a lot of the jungle reworks and balancing is meant to make champs like XinZhao Warwick Udyr Shyvana RekSai Nocturne MasterYi Jax have a home. and what you'll notice is that all of these champs have quite a bit of things in common. They can build attack speed. They can build on hit. They can dive. They can chase. In most cases they're not squishy and even when they are you often can build them up to be very effective just through shear scales.

Champs like edgelord Kayn are designed not to be attack speed reliant, but have a bunch of goofy mechanics thrown in to help them prefer the jungle lanes and not the wave lanes. like bonus damage to monsters or passive healing.

Evelynn is more of a Kayn like jungler. or a LeeSin jungler in that she can't really build attack speed because of her Q - but her q's damage is pretty laughable and doesn't necessarily benefit her in a direct fight. It's best used for applying spell effects like item 3165 item 3116 ,or item 3100 and your primary damage actually comes from figuring out how to maximize your abilities to chain an instant death on your opponent. which is why her charm is so important to combo into with whiplash and then Q spell weaving to R to reset if you bite off too much. And then of course your primary prey is champions that are weak and not so much the camps.

personally I've always been one to shy away from using those types of junglers for jungling and instead i've used them for mid lane since they have more roaming potential than most mids but the jungle is a bit too harsh early on for them. and you're not wrong to say that eve's stealth gives her a huge amount of power in the power budget. they actually removed the pre-6 stealth because of that. Her early game struggles are meant to cause her to evade in the start and then create this sort of sense of accomplishment if you make it to 6 without feeding. you pretty much triple your damage output once you hit 6.

Nocturne is honestly only good under two conditions.

1: your opponents are terrible and don't understand how easy it is to juke Nocturnes ult damage simply by moving. and or not being grossly unforgivably out of position.

or

2: You qued with friends and you can coordinatedly walk over wards as a team with Nocturnes ult. (Only happens in pro play)

she is like 1 of 2 viable ap jungles. lets fix that first.

She is badly designed only because her kit doesn't have enough counterplay. Even with permastealth if she had more counterplay it wouldn't matter.

Yes she is poorly designed because Riot won't do away with the one thing that's BEEN poorly designed about her even before the VGU: perma-stealth.
