I literally can't get any skin shards.

This is my 6th chest. All i got is champion shards from 6 chests. I have all champions. I am level 63 so i own a lot of champion shards by just leveling up. I got a honor chest, thinking maybe i can get a skin shard now. Guess what. More champion shards. IS THIS A JOKE RIOT?
