Nautilus is just amazing
He can go Jungle/Top/Support even Mid. He can go Tank/Dps/Mage. He is just so good. He is the definition of greatness. He has CC, Shields, Damage. I dont get why he isn't popular.

its just cause mid-late game he is 92.84012% team reliant. Lots of players don't like that. I like him the way he is regardless of that fact. I also think he is still played pretty often.
Similar to Sion, Naut becomes team dependent late game. It is very difficult to carry late game as a tank, particularly if all of your dps teammates are a bunch of potatoes. Despite this, Naut has one of the best ults in the game for shutting down fed champions imo. If anyone on your team is even remotely competent, you'll definitely win more than you lose with Naut.
Unrelated sidenote, nautilus ult being blocked by Yasuo windwall (even though it is traveling through THE GROUND) is some incredible BS.
Whenever Naut is strong, he gets nerfed to shit. Probably that's why.

idk man i kinda stopped playing because as support he just goes in and if your adc(the whole team later on) is like: man, you keep their adc(apc) locked for about 5 seconds but idk i'll just leave. and then you're standing there, full tank, used all your cc, the squishy is at about half health, and you're just auto attacking, popping all your shields, and 5 days later you finally die, all alone with noone to help you.
Well, he kinda loses lane to Jax. This is just an example I bring out because I've seen it a few times. If you lose lane to Jax, you're not that great early.
For me its his low ms. Ruins the champ for me.

Nashors, Frozen Fist, Deadman. Super annoying split pusher.
Nothing wrong with full tank either assuming there are some killers on your team. More fun as a sup than top though. Full tank top lane is so boring for 20 mins.

I cri when I see him on the other team lol.
Because he loses every match-up extremely hard if the people he's playing against aren't trash.
If he doesn't snowball early (somehow) he ends up a liability because of how easy it is for pretty much anyone (top/mid/jungle) to roll over him during laning.
