Frozen heart Rework

It would be cool if this item was reworked into like an on target pseudo exhaust.

500 mana 10% CD 60 armor

(a lot of new sup items with 10% CD so lowering the CD would be nice

it would buff tank supports though, and force them to run ignite probably
