LeBlanc Mains I'd like some of your opinions and advice.

So I've recently started playing and this champion is so much fun!

What I'm curious about though is when do you guys choose to build over ?

I've went over a lot of the Top tier LeBlancs games and some people choose to rush every game while others rush . Is this just personal preference? I would love to hear the pros and cons to choosing one of these items over the other?
