Riot's logic on not gutting champions that need gutting in preseason baffles me

Especially due to how stupid it is.

Is it really that goddamn hard to just gut the broken champions, let them go through preseason gutted and if, IF they turn out way too nerfed when Season 9 starts, you slowly buff them back?

Seriously, it's that damn simple. Gut them. When the season stars and they´re too weak, you buff them.

Preseason is the time of the year for large changes in large amounts. And those should absolutely, without exception, include champions as well.
