twitch did NOT need a minor rework..
Twitch was a balanced champ, that was never a balance problem. He was never too weak and never too strong. There was a small but loyal population of twitch players. But no, you had to kog'maw him.

They had to touch his stealth because of the stealth changes.
They could have left his stealth as an invisibility (like it was before)
Riot obviously doesn't think thats a balance issue, because they are allowing vayne to have it.
Vayne is invisible for 1 sec and only when she has ult up (70s cd).
Twitch was invisible 4-8s (now 10-14s) on a 16s cd.
Plus it's on a basic ability while Vayne's is an ult.
Twitch ambush Stealth Duration: 10 / 11 / 12 / 13 / 14 seconds
Vayne Final Hour: Tumble turns Vayne invisible for 1 second on cast.
Huh it's almost like they are extremely different champions with different abilities! Oh wait...
Because of the stealth changes, they had to modify his Q. The W was overall power neutral, being a nerf if you aren't good at using it to zone or if the enemy is mobile, but a buff if the enemy you use it on is immobile or you're good with it. It gives more counterplay to him, while also giving you more ability to do things with it. It's also a massive buff to his jungling, making his clear much better now.
and why couldnt they have left his stealth as it is?
Also what about adc twitch?

Before, the stealth didn't count as really any type of stealth because the types weren't clarified. "As it was" would more closely align with the Invisibility-type stealth, yes, but imagine if he's jungling. You have no way of stopping him from ganking you because he can't be seen by pinks. Making it Camouflage was the only way to make it balanced.
Overall, even for me, a mastery 7 Twitch main, playing him is going to require me to wait until assassins die down from the meta and then it's going to take some getting used to, but once you're used to the changes, I predict it would be a decent amount stronger once you're used to it.
Well that's good, because he didn't get a mini rework just balance changes.
The change to his Q essentially changed most of his gameplay
