ziggs mana isnt the problem, if you are smart its easy to conserve mana and not wastefully throw bombs in lane. the problem right now is that his q has such a high bounce that it flies over champions alot of the time, the bounce height needs to be reduced just a small amount

IMO at least

Ziggs is REQUIRED to spam it in team fights, though, which is where the mana burn really hurts him. Even if he goes double Morello, he'll be OOM after about 10-15 seconds in a team fight right now.

Plus it gives him some actual ability to compete with Xerath, who right now is arguably OP.

I'd argue that while he's strong, Xerath isn't overpowered.

He has pretty absurd mana costs (like, they make Ziggs cost look low by comparison), this is heavily mitigated by his passive to be sure, but to use it effectively he needs to auto champions, putting himself at risk (ideally anyway, I've seen alot of people in solo queue just let him auto them without even trying to trade back).

his passive is not restricted to champion though. You can get the mana regen Just by last hitting minions.

The main Advantage that Ziggs might have Over Xerath I think is the Team fight. Because his Q and ult are a bit better at AoE damage, and can better soften up an entire team.

You can get mana back from minions, but it isn't as much as on champs (worst case scenario, if they really need to, they can decrease his mana gain on minions, and increase it even futher on champions)
