Change Twitch's R penetration from 80%->60%->40% to a flat 60% for cleaner combination w/ Runaan's.
You've probably heard this come up on the boards already. If targets are aligned correctly, the collateral damage from Twitch's ult penetration and Runaan's Hurricane can combine in such a way that a target standing directly behind the person that Twitch is shooting at can take 120% damage (80% from ult penetration and 40% from a Hurricane bolt).
This is a very unintuitive damage pattern. This means if Twitch wants to deal maximum possible damage to a priority target, he can deal significantly more damage to said target by shooting at something next to that target. If a tank walks in between Twitch and a squishy burst mage who is positioned directly behind the tank, Twitch shooting the tank would cause the mage to take 20% more damage than if Twitch had focused on shooting them directly.
What I propose is that Twitch's ult penetration be changed to a flat 60% across all secondary targets so that its combination with Runaan's Hurricane will never deal more than 100% of base auto attack damage.
This sounds like item abuse. Why not remove the interaction?
Because it's not an abuse case. There is no unintended extra damage magically appearing in this scenario that's making Twitch stronger than he's intended to be. Twitch is getting exactly the amount of collateral damage from his ult that he is supposed to be. Runaan's Hurricane is dealing damage in exactly the way it's supposed to be.
Basically, Twitch isn't getting any more mileage out of Runaan's Hurricane than any other ranged character in the game, but his built-in collateral damage is causing some lopsided distributions of the damage he's intended to be dealing.
######(By the way, champions like Kog'Maw are better users of this item because the on-hit effects from their kits and the items they build are fully applied by Hurricane.)
But Twitch is too strong! Tuning down his interaction with Hurricane could help fix that!
Nerfing a specific interaction with a specific item and a specific champion when it's functioning how it is expected to function would be a very unintuitive approach to tuning down said champion. The way this item behaves on Twitch should not be any different from how it behaves on anyone else; it is reasonable to expect that if Jinx's rocket launcher gets Runaan's bolts that Twitch should get them too, and arbitrarily giving and taking these interactions would needlessly complicate things.
So no Twitch nerfs for this thread?
Aha! That's the thing! Changing Twitch's R penetration from 80%->60%->40% to a flat 60% would in fact be a nerf! Since Twitch will rarely ever be firing at four targets all lined up in a row except when he's clearing minion waves, this change would not only make Twitch's damage distribution more predictable, but it would make any instances where he's only lined up 2 or 3 targets deal somewhat less damage overall.
TL;DR: I personally think this would be a healthy start to curbing Twitches oppressive teamfight potential, and it also solves his lopsided collateral damage distribution.
