There should be a ping/speed requirement that has to be met to play ranked. Tired of losing 4v5, 3v5, etc because of DCs and 'lagging'.
That or something needs to be done to balance the game. If there's a DC on one team, someone on the other team chosen at random needs to be frozen to base OR like many other games there needs to be an option to forfeit the game without punishments to either side.

Not really feasible. Speed and ping fluctuate for most people whether or not they notice. The vast majority of residential connections are shared and heavily oversubscribed. So reliability will always be an issue and many people simply don't have reliable connections and there is nothing they can do about it. You can't wall off half the community because they might lag out once in a while.
The vast majority of disconnects are not actually caused by internet problems though.
