I think it should give 10% CDR.

None of the 20% items feel good on most junglers. Seraphs would take to long to stack, Ludens would overlap it, so GLP would be the only decent option but champions like Jungle Ekko, Elise, or Eve would prolly rather have Protobelt.

So on Eve lets say I want to full build item 1402 item 3020 item 3152 item 3157 item 3135 item 3089 or something similar maybe subbing out item 3157 or item 3089 for item 3116 item 3165 item 3151 item 3100 item 3102 . Granted you could in theory sub out Deathcap for one of the other 10% CDR items and use Transverse to hit 40 but you sacrifice a good amount of damage to do so, while a normal Mid lane (or Top) Mage/Assassin can easily hit 40 with 2 items and Transverse.

Example: item 3285 item 3020 item 3165 item 3157 item 3089 item 3135 , you hit 40% CDR, like 800+ AP, 33 Flat MPen and 40% MPen with a Zhonyas active and GW.

You could in theory sub out Sorc shoes for CDR boots but again you sac damage.

Idk just a thought. Either way I feel like Runic is lackluster.

I think that there need to be more zero CDR items. There are too many items with a superfluous 10% CDR stacked on and it makes capping CDR an expected occurrence for too many champions and roles. Also, as a jungler you receive CDR from your access to blue buff, which is one consideration why item 1402 might not provide CDR already despite item 3285 having CDR.

as a jungler who uses runic echos.. no i would MUCH rather keep the 7% moment speed.

i do think they need to raise the ap value back to 80 sure.. but no
