I don't need 70 seconds to sit there and stare at the champion you chose for me. I don't need to tactically pick/edit my runes/masteries. I can't even see the enemy team!!! Give us 30 seconds, that's all we need. It's ARAM... There's an 80% chance that the lobby gets dodged anyway. Why do we need to sit through 70 seconds of it over and over again?
Trading does exist. And not everyone is like you, some people do need to change runes/masteries. I often use the whole 70 seconds or so.
Pro play has 30 seconds after lock ins and the final champ trade is finished so both teams have time to fit their Rune/Mastery pages to the enemy comp.
You can't see the enemy team in lobby, but trades can happen during the entire lobby (though personally I don't make or accept any trade during the last 20-15 seconds). The whole of the time is there to allow people to trade and talk about the comp and fix masteries and such.

I do think we can maybe shave 5 seconds off the lobby timer, but 70 seconds is a nice full number.
I agree with Gear Kitty and Micbran. There are things to do in the lobby for the whole 70 sec timer. Sometimes the time even runs out too fast. The time is fine most times though. Patience, young grasshopper. :)
