Graves can dash while rooted, and that's infuriating

Why is this guy so special? I'm not here to discuss him overall as a champion. But really. Why can he do this? It absolutely ruins so many timing combos. It only serves to frustrate players. Make it so that if he ults while rooted, he stays in place. Or make all champions be able to cast mobility spells while rooted. Thanks.
