Would Junkrat's Rocket Ride be "illegal gameplay" for League?

Junkrat

For the unfamiliar (see more in above link):

Rocket Ride After 1.25 seconds, Junkrat launches into the air. While in the air, he can steer the landing location by moving. After 3.5 seconds, Junkrat lands, dealing damage to nearby enemies and activating Total Mayhem. 5 seconds after landing, Junkrat reappears at the Altar and gains 150% additional Movement Speed until dismounted.

This ultimate is hilarious and fairly obnoxious when you're denied a kill on Junkrat, but it isn't without drawbacks. First, it takes Junkrat out of the fight, meaning he can't contest objectives after using it. Second, its mid-air steering is pretty clumsy thanks to built-in latency (commands are meant to be delayed), meaning you can juke it. Third is that he can be interrupted before he launches into the air, leaving him a sitting duck. Lastly, until you acquire the Puckish Scamp talent, its cooldown is fairly long, so your enemies can capitalize on the downtime.

I couldn't help but think "this could be so funny on a future Champion", but would it be total anti-fun and thus "illegal gameplay"?

The idea is there, and Heroes isn't even the first game to have it. DOTA has an item that instantly kills you upon activation (with a 5 minute cooldown), and because of the game's mechanics, it denies gold and xp to the enemy. Junky here more or less has a flashier, more entertaining version of it.

It's actually too bad that Ziggs doesn't need a rework, because I can totally see him blowing himself up. So yeah, I would be on board for any kind of kill denier.
