Should some champs have baseline tenacity and or slow resist?

This one is for all the immobile champs but should tenacity be made baseline for X champs that are immobile and who need to be active to fight or tank? Personally I think it should be done because some champs are far too vulnerable to getting caught out form CC. Also Tenacity needs to become a better defined stat as CC reduction and Slow resistance is part of what makes up unstoppability. If tenacity does become a baseline stat, it should start out at either 3% or 8% and then gain 1% per Lv so you gain 20 or 25 Tenacity or slow resist at Lv 18 maybe less if it's too much to around 1.5 + 0.5 per Lv.

Now about the split and sub-stats, tenacity and slow resist should be grouped together in a new stat called unstoppability (hit me up with a better name if you can) which consists of the two aforementioned stats. Some champs should have more slow resist, others more tenacity. Either way, it should only be a small amount that CC will still be effective but not super effective so kiting becomes a hard counter but a counter nonetheless.

Champs like juggs should at least have some Tenacity and slow resist to stop them being completely shut down to a small extent punish players from using so much CC on them went they can get some mileage out of ccing a squishy. Warden's also could be a class that could get some baseline unstoppability to ensure they stay active in teamfights and eat up CC as they are the shield of the team and need to soak up as much damage as they can.

Let me know what you guys think.

Slow resist would be a nice stat for Immobile champions

In runes reforged there is a pretty good tenacity rune you can take. Any melee champ can buy Sterak's which gives you a bunch of tenacity when it pops. Riot seems to be adding conditional tenacity that isn't always up so you have windows of vulnerability. I don't think they want to add more passive tenacity. Back in the day it was a big problem on Irelia when she was a lot stronger. She could dive 1v5 and kill an ADC while tanking every CC and healing herself because CC wasn't effective. A high amount of passive tenacity enables mindless aggression. So tenacity needs to have conditions and downtimes.

I don't think ranged champs should get tenacity in general. It's better to give them movement speed which enables better positioning and kiting. Tenacity is only useful for them if they get caught in a bad position but even with tenacity they are likely to just die.

FUCK NO TO RANGED GETTING TENACITY!!!!!

But getting to my point here. The new tenacity rune is pretty nice, especially for smite users as they can prevent peeling to an extent. But since I started out in S4 well after the "better nerf Irelia" days had passed I did have to suffer from that horrible nightmare that was Irelia then. That shit was OP but if that was toned down for other champs I'd say it would be a good thing.

If it's on their passive/ability. But additional benefit needs to have some downside. I don't want free stuff being handed out because it will inherently cause imbalance.

I'd like to see more tenacity in the game in general since very few champs don't have any form of cc and there are only ~2 items that give it.
