Because giving a champion who's the best duelist in the game (who can press any other jungler off his spires and take their camps) infinite mana and non-existent cooldowns through aspeed + 70 MS in the early game is a great idea.

luckmallory1 votesIt wouldnt take that much to balance him honestly. He is extremely strong but he should still get to keep most of his power. Make his E stun on the second auto or something and dont let him have the crazy movespeed bonus while ulting someone on a spire cause he can drag them soooo far. Do that and he will be strong but not permaban
Possibly increase cooldown on ult as well

Yeah and he's always in his spires (they capture in like 3 seconds) when he's counter jungling and you can't push him away, even as lee/udyr.
