Quick question on provisional matches, because now im confused

I started my very first provisionals last year, like in December. I only played like, 13 matches (inclusive of those provisionals) and placed silver 4, and went up to silver 3. now I decided to make the switch to ONLY playing ranked, and just finished off my second provisionals set. but here is what confuses me.

I was told that since everyone gets an MMR soft reset, it should be expected to place lower due to the ranked ladder shifting down. I anticipated to place somewhere in bronze, but to my surprise, re-placed silver 4. anyone mind shedding some light on this? not saying I deserve higher, (I expected lower) but it confuses me as to how the system handles this.
