That if he's spamming E, it will do the skill twice, hence doing twice the damage it should deal, hence being stupidly OP.
Also why isn't it made as a channeling instead of just "even if I'm stunned I kill you" ?

its not a bug. its an edge case of the cooldown refund mechanic on his spin.
the spin refunds its remaining duration to its cooldown, when garen cancels it early. in urf, the duration of his spin is longer than its cooldown. if he immediately cancels it after using it, the cooldown goes into the negative. activating it again, triggers the spin twice.
in a regular game, this is impossible.
the reason why it wasnt removed is because its still nowhere near as broken as a lot of mages or assassins.
i had a game of brand just spamming w the entire lane phase. THAT shit is cancer.
Pretty sure it's an unintended interaction that can be classified as an exploit. And they're not going to do anything about it because he's literally worthless without.
