When Riven was created was she intended to be a fair champion to play against?

Because there is honestly so much you can do and so much counterplay against a champion with 3 dashes, an aoe knockup, an aoe stun, a shield-dash that scales off 100% of her bonus AD, a massive steroid ult that ALSO grants ATTACK RANGE AND A CONIC EXECUTE, sheen for a passive that can also stack and to add more icing to the cake is resourceless and can animation cancel.

Excuse me but where is the counterplay against this champion? Where is the hole in her kit? Why is she so fucking frusterating to play against? Why does seeing her make anyone want to commit seppuku. Spare me the "She's all physical damage" like that fucking means shit, I've seen tanks with 400 armor get MELTED by Rivens that build all armor penetration because their is no reason not to on her, all her scalings are fucking insane, all her cooldowns are low, and all her base damages are also high - 2 of armor penetration items in this game give a low amount of AD compared to other AD items, but it doesn't fucking matter since all of her abilities scale insanely with AD.
