Rank 7 mastery just means you played a lot of games on a champion and had a few where you did well. I have rank 7 mastery on Orianna, a champion who I have a 26% winrate with in ranked.
Mastery can be relevant, but people need to stop the whole "i have rank 7 on x champion therefore I'm an expert on them" thing. Win % over games played is a much better example of skill with a champion, as is your actual rank plus games played.

I'd still trust someone with a Master 7 on that champion. For one I know they've experienced that champion a lot, so that alleviates the fear of idiots trying first-time champs in ranked. Also there's more carry potential and trust if that person's gotten a few S's.
