So about fizz.
I really think the PBE changes are just god aweful. He gets compensation buffs to increase the damage of his lowest damage components by a small amount, but in return his ult can no longer latch on from a distance if he misses it. You're making the only component of his kit that makes him viable harder to use than it already is, you're basically polishing a t**d by trying to buff those abilities, and it just seems as if you really don't know what direction you want fizz to go in.
Any time someone gets their feelings hurt over an assassin, out comes the nerf hammer so the game can have "fun balanced gameplay" for both sides. Is this supposed to be fun for me? Am I supposed to have fun trying to find a needle in a hay stack by looking for the viably killable targets to some how manage to make an error that'd lead to them getting ulted? I don't even use "squishies" anymore when referring to VIP targets because most squishies have tons of different options at their disposal to negate my existence. Only when the enemy makes mistakes do I have a shot at killing them. Wasn't the entire point of assassins in the first place to boast the highest kill pressure in the game through bursting single target damage and dive potential?
You're an assassin who's character is based around "slippery" maneuverability and tricking/outplaying his opponents. Yet his gameplay is fire the ulty in a straight line and hope it hits.
Did it hit? Yes. Run at them in a straight line and try to kill them.
No. Then run away and try again later!
That's still under the assumption that the target is infact "killable". ADC's are typically surrounded by shields, heals, exhausts, champions with CC ready to pounce the moment you come near them, and can use flash and mobility spells to completely dodge you. Mid laners have the exact same advantages but can get neat little items like Abyssal to chunk your damage and Hourglass to out right negate your ult that your entire kit relies on.
Anything beyond that can freely stack items with high amounts of MR and damage to negate everything you do while you remain more than squishy enough for them to burst you. Hexdrinker is a perfect example of this.
Infact that's what most mid laners can do. Use means to negate your damage then counterburst you. But the obvious solution is to use his E, the most "OP" ability in the game to get to safety. Right? Well... That'd be nice and all if the ability didn't equal to 1/3 of my kits entire damage. So I'm always torn between the choice of attempt to actually deal potentially enough damage to kill the person, or use E to make an attempt at an escape while said person laughs at me.
Now we get to this part. Is he the lowest win rate most trash tier champion in the game? Hell no. He's been played in LCS, has a constant use in high tier gameplay, and is considered to be a damn good mid laner. But that's only when the situation suites him. As I said above, when you makes mistakes vs him he can infact kill you and win games. This includes poor item builds/summoner spell choices, poor gameplay, or even a bad team comp. But this does NOT make his issues suddenly not a problem. This is something that any champion is capable of. Other assassins, melee carries, ADC's, bruisers, juggernauts, skirmishers, mages, hell even a mundo could carry when the proper situation is presented to him.
The DoT change affects nothing. His entire DoT was strong because it's power was that of an entire ability and was strong enough early game to put fizz at an advantage in lane matchups where he could survive extended trades to maximize his W. In it's current state it will neither scale late game because that's not a place where you can freely apply it as much as you want, and it won't impact early game due to its super low damage. It's basically wasting power budget as a component of his kit in an attempt to keep his old style of extended fights without actually having any impact, especially when compared to the old one.
Same with the Q. You're increasing the AP ratio of an ability that works to add an ok damage source early game, so the ratio won't affect anything, and it doesn't scale into anything late game where its only going to deal damage by helping to apply lich bane.
