Her Q already bursts enough. I really don't see the utility of adding even more damages on her e other than for overkilling the target. The CC in itself is already strong enough.

he's from EUW so english is not his native language,it's just a translation error

and leave her with one damage ability. W has some damage, but it's leveled up last and is for the actives not the damage bubbles. Imaging lee Sin, but his E and R didn't do damage.

If i were to pinpoint the ONE issue i think should be fixed, it would be her readability. Much like how Zac's jump used to only leave a small shadow to where he would land. It was barely noticeable, which meant that it was hard to counter. They should just make her Q and E easier to see when coming from over a wall or the fog of war, so you'd have more time to react. Otherwise i think her kit is pretty fair and balanced. Especially when you have vision on her.

Zoe is balanced around the damage on her E.

Take it away, and she'll get compensation buffs on her Q. She'll also have less incentive to set up her E, so she'll play more like old Nidalee, which is exactly what they want to avoid.

Short answer: Yes, she needs it.

Long answer: She's a mage, meaning her job is to kill people. If you take away damage from E, you have to give it somewhere else. And where would that "somewhere else" be? Her passive, which is completely unavoidable? Her Q, which is already a thin like away from oneshotting people by itself on a fraction of E's cooldown? Sleep bubble is the best place for that damage.
