It's hard to beat GP as singed because his kit naturally counters yours. He gets more out of farm than pretty much anyone in the game, except MAYBE TF, and he can't powerfarm nearly as hard. On top of that, he has true damage, ignores armor, and has ranged poke so he shits on singed 1v1. He can also get perfect cs because after sheen he can tank the minions and clear an entire wave with just 2 barrels.

On top of that it's really hard to proxy more than 1 wave as singed since the minion AI changes to make them attack evenly. They don't aggro onto champions nearly as easily so you're far more likely to get 1 and maybe half of the other wave at best.

A while back, minion aggro while marching to lane was changed to avoid RNG deciding lanes.

Before the change, minions would randomly target opposing minions, and sometimes killing the enemy minion before you were able to arrive in lane. If the enemy managed to catch the EXP that you missed, it would result in them getting lvl 2 a minion before you, which is HUGE in a lot of scenarios if you can recognize it and properly abuse it.

On top of that, the missed gold was lame.

Now, minions target evenly when a lane is reset. I believe the way they did this was to have pre-set orders in which minion they would attack. This somehow fucks up the way they normally aggro, so often times you have to physically AA them in order to properly aggro the wave. This is problematic for singed because he doesn't really auto attack the wave, he makes the wave chase him while he poisons the minion and runs to avoid minion damage.
