I mean yes. But it would be such an utterly terrible pick... You could instead take the true damage on CC one, as your W has two different ways to set it up (Stun or slow), with only blue cards not doing anything.

Good point. I guess the only thing left to do is figure out at what amount of AP the damage from the pen outperforms 30 true damage. Obviously in longer skirmishes the true dmg would be better since it procs on every gold card, but in a pick situation, is it possible for sudden impact to be better?

TF R is a blink. How to test it, Poppy W. Poppy W stops all dashes. If it's a movement spell that is not a speed boost, it must be either a dash, or a blink. From there you see if Poppy W stops it. If yes, dash. If no, blink.
