What is the point of chat restrictions
It makes me literally lose games because what loss of communication, How the hell do you play a game by talking once every 4 minutes

If you got a chat restriction it's not very likely that you're saying anything relevant to winning the game. More like you're flaming, really. And even if you are trying to relay instructions that you think are steps to win the game, your flame isn't welcome, so Riot mutes you. Learn your lesson and shut it unless all you're going to say is something with the intent to help your team win, and then you won't have to worry about losing games by having you chat abilities taken.
To prevent tilters from being toxic in chat. Everything you need to say can be communicated through pings.
It's meant to serve as a warning that your chat has not been considered acceptable by riot games and/or the community,. If you continue with the same chat you will get more severe punishments..

If u got chat restricted it means u already used chat in the wrong way, hence useless way. So muting u allows riot to teach you to use chat in the right way, and maybe to make u understand u should behave.
