With a 10 second up time, that's 44 to 26 seconds WITHOUT Oracle Lens

I'm not certain if Cosmic Insight applies to this too because the lolwiki page doesn't mention it specifically like it does for Ingenious Hunter, but I'll test it out when I get home.

If it does though, imagine being able to have Oracle Lens sweeping your immediate area every 23 seconds!
