Balance doesn't matter as much in normals, because people tend to play normals more to have fun. Or at least not have to deal with the same kind of hardcore stakes-on-the-line experiance of ranked.

Ranked is more geared towards players that play to win - and when you get high enough in rank, knowing about a 1% difference in power in a specific scenario can very well make the difference of winning or loosing. Ranked also has more on the line - normals only rewards a "victory" message (and hidden Elo), ranked gives you visible MMR, specific ranks, and various rewards (like borders, icons, and champion skins).

Anyways - throwing ranked balance under the buss in favor of normals balance has massive consequences for the balance of ranked play, as minuscule differences matter a great deal there. Also - players in normals tend to emmulate what ranked players do rather than the other way around, if you damage ranked balance you'd in turn highlight that unbalance for normals, where with balancing for ranked players in normals can often be oblivious to the differences.

Finally - Riot did try their hand at balancing for normals before with Eveylnn. Then garbage tier was re-nammed Eveylnn tier for about 2 years, where Evelynn was so bad Riot actually banned players who's only offense was playing Eveylnn.

Well Rank have an impact on your "Rank". Which is sort of like a ego indicator thing that gamer have. While normals is just a hidden MMR, that you cannot see. So people would naturally care more for the rank that they can visualize. And like the other poster said. Normal is just for fun for most people.
