Didnt Riot Say They Weren't Going To Make Dramatic Changes Before Worlds Anymore?

In season 3, Riot changed item 3078 right before worlds and fucked everything. Now they change 4 top laners while changing/adding several items. You think they would just disable champions for worlds if they cause this many problems.( Zilean Alistar 2014 Worlds)

Edit: Just checked, currently there are 5 champions at a 100% P/B rate. The diversity is real.
