Why does Darius bleed ticks proc Phase rush?
This eliminates his biggest weakness which is mobility. The Phase rush interaction with Swain was "fixed", this interaction should be fixed as well.

There are many ways to make Darius viable..
Be it ghost + flash Phase Rush Phage Dead man's plate Rushing ninja tabi's
That's how every overpowered champion is, you can literally build anything on Darius and you'll faceroll people. Aside from a feeding team that is. :P

I'll be honest Darius just tilts me so hard. I feel like 90% of the time I lose lane to a Darius they were the worse player but their champion carried them through early, mid AND late game. He should only be an early to mid game champion yet he can flourish late too.
Believe it or not true damage nukes and transferring 5 bleeds to the enemy ADC/mage does wonders in teamfights.
I do agree Phase shouldn't proc off passive stacks, but on a side note
If you're consistently losing lane to a Darius, across multiple players and I'm guessing you play various champs vs Darius, I would say that maybe your approach to fighting him would be the key to beating him? I'll admit to giving Darius first-blood more times than I want to admit but i generally still beat them in laning phase by a large margin by avoiding extended trades, playing champs with hard CC or disengage, or a ranged champ to kite against them. My go to champs tend to be Cho (as my main), Nasus (use your E early and freeze the lane at your tower to deny farm, exp, and get mad stacks) or Swain (an all around great champ right now)!

I wouldn't say I consistently lose lane to Darius. Wheb I was newer yes that was the case but now I realize my only way to "go even" is to be 1-2 levels down and half his CS if I'm melee
"... 90% of the time I lose lane to a Darius they were the worse player but their champion carried them ..." If you lose 90% of the time to a worse player, that makes you the worse player, friend! Darius is a good champ, but not a strong one unless you give him the snowball and don't play to mitigate it. He is very much an early to mid game champ, unless he's snowballed to late before your team has reached late. Playing behind sucks, but many games are more combackable given your learn more macro or play more carry oriented champs! And finally, I think the real issue to your issue with Darius is less in his abilities, but more in your prowess as a player! Knowing how to properly play against him and stop his snowball is something takes a minute to get learn, especially for someone that's only won one game as him (know your enemy and all)! But it is very possible and once learned, easy to shut him down early to save your team from him late!

That quote doesn't mean I lose 90% of the time I lose. It means WHEN I lose, 90% of the time they didn't seem to be the better player(doesn't understand wave management, lets me freeze, takes fights when i have much more minions, etc). They jsut won because of Darius' retarded kit and not because they had better micro/macro
So, to remain clear, even though you have so many advantages, (such as letting you freeze, allows you to control the wave, fighting you in minions, and etc) 90% of your losses to worse Darius players are because ... the champ is so strong you cant play against him? Because from your statement, it seems lane should be easy to beat with just a ranged champion so he cant reach out without burning or trading flashes, and that he shouldn't be snowballing at all. Especially against the "worse players."

Yes, Darius will outtrade most top laners even while in their wave. Sure it won't be by like his usual amount but its still BS. Unless the wave is frozen directly under tower the Darius will auto me when I CS than auto reset w, auto again until the slow wears off, e for a bleed and second slow than auto and I'm already at 5 stacks and slowed in less than 4 seconds. With another auto and a Q I'm dead. Mobility wouldn't help since he's slowing me and can pull me out of the mobility.
