Possible bard ult buff idea

What if his ult got a passive where his chimes scale with his abilities. So it would be like a 1 to 1 at rank 1, 1 to 1.3 at rank 2, and then 1 to 1.5 at rank 3. The main reason this would be a decent buff to him is for most bard players even veterans there always a intimidation with his ult since you could mess up and make your team loss a fight/ the game. Also its very rare when you find a good time to ult since of the cast time/travel time but of course its very rewarding when you hit a good one. So what do you think of this buff to bard would it be insignificant or overpowered or just right.
