Can we tone down riven's base movement speed?

I was playing and noticed she has 345 movement speed? Like really? She has 4 dashes.

There are 7 champs that are at 325 movement speed without a single dash/ speed enhancer. While sure, some have cc to make up for this... so does riven...

For any rookies out there, tier 1 boots give 25 ms. Meaning that riven with no boots will easily catch/get away from these other champs with boots (most likely tier 2 boots aswell).
